New page patrol queue in ENWP to not display the "previously deleted" tag in the case of technical deletions such as CSD R2 or CSD G6.

A large portion of "previously deleted" articles in the queue are technical deletions due to moving to and from draftspace, and this impedes patrolling for G4 (or G11/12/A7) speedy deletions as there is a large amount of noise.

Benefits (why should this be implemented?):
Makes it easier to distinguish which articles actually need greater scrutiny, rather than which articles were moved to and from draftspace.
