Description

Project Name: devtools
Type of quota increase requested: cpu, ram
Amount to increase: 11 cpu, 22 GB
Reason: Release-Engineering-Team is testing Zuul v9 + Gitlab CI + mediawiki integration (xref T351329) in devtools and we need more memory to test efficiently.

Notes:
memory goals, with corresponding increase in memory/vcpu once existing instances are resized:
8 GB for zuul-1001 (+4GB, +2vcpu)
8 GB for gitlab-prod-1002 (+4GB, +2vcpu)
8 GB for gitlab-runner-1002 (+6GB, +3vpcu)
8 GB for gitlab-runner-1003 (+8GB, +4vcpu) [new]

4+4+6+8 = +22GB
2+2+3+4 = +11vcpu

I couldn't make the cookbook cooperate but I adjusted the quotas vi the openstack cli.

I also boosted your instance count by 2 in case you need space to shuffle things. Hopefully in-place resize works out and you don't need it!

Thanks a lot! I just tried an in-place resize for zuul-1001 and it worked great!
