I've been told a number of times that there is a "citation" eventstream, but alas, I cannot find the documentation. In theory, should there be an event triggered every time a citation is added, we could use this to inform a number of signals and tools.

This is a purposely loose and low priority ticket as there is too little information to be sure about.

Acceptance criteria

• Find citation evenstream documentation
• Confirm its function as expected
• Consider if we can use it in realtime to augment or more easily parse new references
• Document thoughts in a doc
