Description

Feature summary: Users with global (but not local) rights currently don't leave a redirect while moving to draftspace using the MTD script.
Per Wikipedia:Global rights policy, "Global rollbackers may use the ... suppressredirect function[] on the English Wikipedia only in the context of counter-vandalism efforts"
