Steps to replicate the issue (include links if applicable):

• make an unreviewed article
• place it in a hidden category (on enwiki, you can do this by adding a short description)

What happens?:

• article no longer shows in the PageTriage system (Special:NewPagesFeed, info flyout of page curation toolbar) as uncategorized

What should have happened instead?:

• article should show in the PageTraige system as uncategorized (hidden categories shouldn't count)
