This is only now used by ircservserv and Suggestor. Let's encourage those to move to GitLab?

There's T344744: Migrate ircservserv-config to GitLab for the first to move, but not for the second (which seems even more dead than in general?).

Feel free to remove the CI jobs, I'll take care of moving the two repos to GitLab soon enough.
