The Country and Territory Protection List policy has been updated to account for a more nuanced view of data publication risk, and I'd like to update canonical_data.countries to reflect that policy change. I know that I need to submit a PR to the canonical_data github repo, updating the data and the schema. I need contributor access to that repo so that I can open said PR.

This will be a backwards-compatible change.
