Right now clicking "Mark as reviewed" or "Send message" closes the flyout

This ticket is to get rid of this "close flyout" behavior. To make it easier to simultaneously mark a page as reviewed and send a message to the creator.

Acceptance criteria

• flyout doesn't close when clicking "Mark as reviewed"
• flyout doesn't close when clicking "Send message"
• the text in the "mwe-pt-review-note-input" textarea isn't deleted when clicking "Mark as reviewed"
