Description

Steps to replicate the issue (include links if applicable):

Make sure you're using Vector 2022, and that the "Tools" links are hidden under the "Tools" menu
Go to any article
In the JS console, run wwtDebug.resetWelcomePopup()
Hit refresh

What happens?:

The guided tour popup appears in what would be the right place, if the Tools menu were pinned.

What should have happened instead?:

I suppose it should point to the Tools menu instead.
