(Vector 2022) Language hint box - add a hyperlink or a button to make language menu blinking or opened

Description

Feature summary (what you would like to be able to do and where):

When I don't see the language list under the left column, I want to see not just a static text (it's an HTML page after all) but a hyperlink or a button right there that would let me click it and the the new language menu be blinking or opened. Don't make me search for it in a completely new UI manually.

Use case(s) (list the steps that you performed to discover that problem, and describe the actual underlying problem which you want to solve. Do not describe only a solution):

It's visible on every page with Vector 2022.

Benefits (why should this be implemented?):
The Wikipedia users who became victims of the Vector 2022 set as default theme will suffer less.

@ovasileva not sure if there's a special process for feature requests (or even if this should be in our team's backlog, since it relates to the language links), so apologies if I did the wrong thing here!

@Nikolay_Komarov - we will actually be removing this notice in T353619: Remove language move notice from Vector 2022 skin, so declining this ticket. Let us know if you have any other questions around this.

I can't imagine why you would remove it. It was a wonderful way to make the transition from the old Vector smoother, and to help people find the new location of the controls. I would suggest making its visibility an option or keeping it for unlogged users.

I mean, yes, for English Wikipedia where this design is a default for more than a year, it's not necessary anymore. On the other hand, there are dozens of other Wikipedias where it's going to become a new default; you shouldn't forget them.

We remove things because a hint on how the user interface looked years ago becomes less and less useful to current, present users as time passes by.
