Fix and re-enable the test for behaviour on unrecognised languages

Description

We have a bunch of tests in ApiFunctionCallTest that call the orchestrator in Beta Cluster for end-to-end functionality testing.

One of them, "Supply an implementation with an unsupported language; back off to the second", is unfortunately failing for some reason, and so has been temporarily commented out.

  • Re-enable the test locally and identify what the issue is.
  • Discuss with the team if this is fixable.
  • If yes, file a sub-task around fixing this, and wait for that.
  • If not, wait for the Catalyst project migration.
  • Re-enable the test, ensuring it passes reliably now.
