Add extendedconfirmed and templateeditor protection to dawiki

Description

dawiki has discussed and is in consensus for establishing extendedconfirmed (500 edits and 30 days) and templateeditor protection.

Admins should be able to manually grant/revoke extendedconfirmed.
Only bureaucrats should be able to grant/revoke templateeditor.

We have an interface-adminitrator who is not an administrator. So our wish is that interface-adminitrators also has template editor rights.

@Steenth what rights should templateeditor have exactly? In some wikis, it has "Edit the content model of a page (editcontentmodel)" and "Override the disallowed titles or usernames list (tboverride)"

Everything works except that the bureaucrat can give and take templateeditor rights. I wrote bureucrat instead of bureaucrat by mistake. I will fix it now

Shouldn't admins be able to edit template protected pages? On enwiki they can (https://en.wikipedia.org/wiki/Special:ListGroupRights#sysop). And I don't have the option of choosing template protection.
