Steps to replicate the issue (include links if applicable):

What happens?:
It links to MediaViki:İpbreason-dropdown (dotted I instead of I)

What should have happened instead?:
It should link to MediaViki:Ipbreason-dropdown

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia):

If you search "MediaWiki:İ", you will find more

After discussing with @jhsoby on translatewiki telegram, we think it is because of $contLang in Message.php line 526
