The CropTool used on Commons was update to run on the Toolforge Kubernetes infrastructure recently. The "magic border locator" feature seems broken since then.
From a first brief look it could be related to some deprecated dependency that's not compatible with the newer PHP version used. We'll try to look into this and help the maintainer with a fix.
