Creating a new 'arbcom' usergroup on itwiki

Description

Itwiki has decided, after a few months of discussions, to enable an arbcom (see policy and two of the local discussions - 1 - 2 - 3) for some block appeal requests. The right is assigned with an election procedure that comply with the requirements imposed by WMF legal on viewing deleted pages (RfA-like procedure) and can be assigned and removed by local bureaucrats (there is no CU/OS access).

Required flags are:

  • abusefilter-log-detail
  • abusefilter-log-private
  • browsearchive
  • deletedhistory
  • deletedtext
  • oathauth-enable

I'll do the patch asap :)
