Use case(s):

By publishing wikidiff2 to pecl.php.net, it will be easier to find and install wikidiff2 from pecl.
Also making it easier to integrate to existing php extension management utilities. Also we can use pear package-validate on wikidiff2.

Benefits (why should this be implemented?):
