bew.wikipedia.org has been recently created. I cannot log in to it. My username is Amire80 and I have a global account which works in a lot of wikis.

I am connecting through a U.S. ISP whose range is globally blocked: "Due to abuse from this IP range, anonymous/logged-out editing has been temporarily blocked".

However, creating a new instance of a global account on a new wiki is not supposed to be blocked. I know practically nothing about the technical details of how global IP blocking works, so I'm not sure if it's a MediaWiki bug or a configuration issue with this particular block.

It sounds somewhat similar to T189362, which is marked as resolved, so I'm not sure if it's a new issue. Close as duplicate if needed.
