Acceptance criteria:

• Current messages it will replace: Label/Description/Alias must be no more than {limit} characters long for PATCH endpoints
• HTTP status code: 422
• Error code: patch-result-value-too-long/+context (to have the same fields as in the original message and context should include the limit)
• Error message: The input value is too long
