Provide support for cases when participant is blocked after registering

Description

A participant may be blocked from an event after registering. We may want to a) automatically remove them from the event and then inform them, or b) inform the organizer and to give them the choice whether or not to remove them. However, the recommended behavior from internal stakeholders is option a.

No immediate plans to work on this, but we may explore it in the future.
