Enable night mode on Project namespace

Description

Background

Generally this namespace does not have problems
e.g.
https://en.wikipedia.org/wiki/Wikipedia:Articles_for_deletion/Christian_Fuchs_(sociologist)

But there are problems in some:
https://en.wikipedia.org/wiki/Wikipedia:Community_portal

However, many projects have talk discussions, so this should happen when talk pages work in night theme.
Notably: https://en.wikipedia.org/wiki/Wikipedia:Village_pump

User story

As a user I want all my pages in dark mode.

Requirements

  • Add task requirements. Requirements should be user-centric, well-defined, unambiguous, implementable, testable, consistent, and comprehensive
