Tabs for nonexistent pages appear the wrong color in Vector 2022

Description

Steps to replicate the issue (include links if applicable):

What happens?: The "Discussion" tab appears blue in Vector 2022.

What should have happened instead?: The "Discussion" tab appears red in Vector 2022.

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia):

Other information (browser name/version, screenshots, etc.):
The same thing also happens with the "Page" tab when visiting the talk page for a redlinked subject page (e.g., https://www.mediawiki.org/wiki/Talk:MediaWiki_1.44).

This issue does not occur in Legacy Vector. For example, the "Discussion" tab at https://www.mediawiki.org/wiki/MediaWiki_1.43?useskin=vector correctly appears red.

Event Timeline

This is unrelated to MediaWiki; it's about a skin instead.

The parent li has a new class when the Talk page does not exist yet.
Vector2010 defines .vector-menu-tabs-legacy .new a, .vector-menu-tabs-legacy .new a:visited { color: #ba0000;}.
That's not the case for Vector 2022.
