Steps to replicate the issue

• Go to a page where several sections have the same title, e.g. https://en.wikipedia.org/wiki/Amendments_to_the_Rome_Statute
• Click "edit source" on a section whose title is identical to that of an earlier section, e.g. "States parties to the amendment"
• Make a null edit (click "Publish changes")

What happens?

You end up at the first section with that title.

What should have happened instead?

You should have ended up at the section you edited. (Note that this works in the table of contents, where identical titles correctly link to different sections.)
