Define a process for keeping the committee membership "fresh"

Description

When I bootstrapped the Toolforge-standards-committee in 2017 I put this bit in the Wikitech page as part of the group's charter:

The committee is granted leeway to determine its own internal policies and procedures, but these must be documented on Wikitech and may be subject to alteration by the Wikimedia Foundation for technical, privacy, or legal reasons.

My hope was that one of the things the committee would develop was a process for refreshing membership so that folks who need a break can get one and folks that have discovered a desire to help could join.

I didn't follow up that hope with help to get things moving in the right direction the first time. This time I want to help all y'all come up with something that at least might work.

The committee started discussing this idea in a private mailing list thread on 2024-11-01. This public task is currently an attempt by @bd808 to keep track of that process occurring so that he can help keep it moving towards a successful resolution.
