Create a namespace on dse-k8s and suitable tokens for testing/running legacy dumps

Description

As part of T352650 we wish to start running the current generation of dumps under Kubernetes, on the dse-k8s cluster.

The dumps will be saved to a Cephfs volume, rather than an NFS mount from the dumpsdata servers.

We will need a namespace and tokens on the dse-k8s cluster for this work.

We discussed this on Slack and arrived at the name of mediawiki-dumps-legacy for the namespace and associated tokens.
