Okay, tell me what I *should* use as a basis for my work. Let me tell you, the
guidance for translators is absolutely opaque -- you're shunted along a
labyrinth of old links and un-updated instructions. Tell me what I should use,
and I'll gladly start from scratch or whatever it has to be.

The short answer is yes. The long answer is that there are three or four
standards, all but one of which resemble one another closely, and none of which
commands a clear consensus.

Here's the file on the page from meta with the non-relevant and untranslated
parts stripped out, and a few unescaped quotes fixed so it actually works.

Owen, you should generally take a look at the various Language*.php files (the
actual files in the source code distribution -- don't trust any suchly-named
page on meta you find, as it's likely to be a very outdated copy that someone
made). Language.php and LanguageUtf8.php are special base classes; you should
definitely not just copy the entire base file, as that creates a lot of
duplicated code which complicates maintenance (or at least, complicated our job
trying to verify, fix up, and install the files as we have to clean out the
extra code first).

Messages that aren't translated should not be copied in English; that makes it
more difficult to update them when the base English messages change in future
versions.

As for "Pennfolenn/Penfolen"; can you confirm that is really suitable as the
title for the main page? This will be the actual page title as well as the
displayed link.
