AFT appearing on "Servers are overloaded" failure page

User:AzaToth reported in #wikimedia-tech seeing an error viewing an article: "Sorry, the servers are overloaded at the moment. → Too many users are trying to view this page. Please wait a while before you try to access this page again. → Timeout waiting for the lock"

the funny thing is, the Article Feedback Tool's "Help improve this page → Did you find what you were looking for" appeared, judging from his/her screenshot, which seems wrong.

Perhaps there's a general way for editor engagement tweaks to detect a failed page and not decorate it.

I don't know how to reproduce.

I spoofed some code around to reproduce locally. I added in a check to not display AFT in case of an error. Pushed to Gerrit (https://gerrit.wikimedia.org/r/#/c/16510/) & prototype.
