What is missing is the selector box for the languages that offer translations:

this could be
a) only the languages where a Messages.php is available
b) all languages defined in Names.php (because of "fall back" language relations)

Personaly I would not care if this is implemented via Java or PHP.

If Special:Allmessages is not enough, I suggest trying Special:Translate extension.
