Is this actually Mac-specific? Doesn't work in Firefox on Windows for me either.
I assume this is referring to the drag-n-drop of sections.
Yes, drag-n-drop for moving the pages up and down. Never figured out what the chapters feature was supposed to do.

So again, no, this bug is not just on Mac, and it doesn't appear to be fixed.
According to posts at http://en.wikipedia.org/wiki/Help_talk:Books#Structuring and http://en.wikipedia.org/wiki/Help:Books/Feedback#Book_Creator_-_multiple_problems the bug was indeed fixed earlier but then reappeared 12 September. I didn't test the fix when it apparently worked but I can confirm that it doesn't work currently.
