I mention this as a separate bug because it is somehow related also to bug 1119
(and bug 2327).

Another issue I am not aware: How is the asignement procedure for bugs? Where
these "decisions" are made? If "simpler" issue are not solved in short term they
will come over and over again in new variants. Finaly there would be no space
for "more complex" ones.
