AFAIK, the commons is not intended to be an English-only site - the idea is not
to include the "English version" of the description but the "common version".
Remember that there are multiple sites in any given language - perhaps less of
an issue for Slovene, but having, say, the French description of an image on the
French Wikipedia is no use for someone on the French Wikinews.

The "most correct" solution is therefore to have the description in all
languages within the common text, to be automatically shown on all projects.
However, this may mean what we really need is a way of identifying which of a
potentially very large number of translations to display at a given time.

Nonetheless, you're probably right that locally-entered information should be
given priority over shared information; clearer separation between the two (such
as sub-headings) might also help.
