Description:
Currently, http://www.wikipedia.org/wiki/Foo redirects to
http://en.wikipedia.org/wiki/Foo but this reflects pro-English bias. Instead, I
propose that http://www.wikipedia.org/wiki/Foo gives a list of links to the
article on Foo in all wikis.

A more complex implementation would see a script searching all wikis for Foo and
returning only those that have the article, and possibly if the article only
exists in one wiki then taking the user directly to that article.
