http://en.wikipedia.org/wiki/Pablo_Gargallo has "Help improve this page" at the bottom, but when you go to submit feedback, I got "Article Feedback page not enabled for this page.".

should be a cache issue only.

the code at https://en.wikipedia.org/wiki/MediaWiki_talk:Common.js#AFTv5_temp_fix_for_forms_appearing_for_no_reason
should fix it when applied to MediaWiki:Common.js

Resolved at least for enwiki.

All wikis with AFTv5 enabled (enwiki, dewiki, frwiki) have the fix in place, so this temp issue is resolved.

I've just pushed another patch to Gerrit to make the verification checks slightly less dependent on data that may be cached.
