Portugese wikimedia projects need a namespace change

Description

The portuguese projects currently use a brazilian translation:
NS_USER => 'Usuário',
NS_USER_TALK => 'Usuário_Discussão',

It should be migrated to the correct translations:
NS_USER => 'Utilizador', # 2
NS_USER_TALK => 'Utilizador_Discussão', # 3

This need to be done so we can update LanguagePt.php in HEAD
as wikimedia servers use HEAD.

close that one afterall, it just duplicate everything.
