Hide Upload link when not logged in

Hallo!

If users are *NOT*" logged in "Upload file" is available in "Special pages"
already. As "Upload file" is disabled as long as users are not logged in, it
makes no sense to show this option / tool.

It was hidden in the first place because we get a huge amount of random folks
coming across our sites and uploading crap.

Should be hidden to users which dont have the right to perform
the action.

Rob: This is different from the delete function, as an anonymous user who clicks
"Upload" will see a message asking them to log in. This is easily done. Becoming
an admin to delete something is not quite that easy. ;-) I think having the link
visible makes sense; people who edit anonymously all the time might otherwise
start looking in all kinds of odd places for the ability to upload. When the
link is there, they will understand immediately what they need to do.

developed for the lab's wiki to hide the Upload link when the user does not have
the "upload" permission. It also hides the discussion tab by to anonymous users
as well (something my Advisor asked for), but it's a simple enough extension
that the anonymous tab hiding is easily enough removed.

Hope this helps anyone looking for this functionality in the future.
