add a link "view as UTF-8" to CVS

Hallo!

I selected "General/Unknown" as "Component:". Probably a "Component:" "CVS"
should be added.

Many files from CVS contain UTF-8 characters which are not displayed properly
with ?view=markup / &view=markup .

In order to see the "real content" you need to download the file and open it in
an editor which can display it as UTF-8. This is afe but these are additional steps.

It would be a "nice to have" to offer a link "view as UTF-8" which displays the
"real content". Probably a ?view=UTF-8 / &view=UTF-8 shoud / could be available
providing the same result.

point to a Wikimedia domain?
