Steps to reproduce:
0. Go to en.wikipedia.beta.wmflabs.org

  1. Log in with user whose user_id mod 4 is 2
  2. Go to http://en.wikipedia.beta.wmflabs.org/wiki/0.5841116106330823
  3. Edit and save
  4. Click on "(Lightbulb) Recommendations"
  5. No flyout. No error in the console.

Should be a case where there no recommendations, in which case this will show a message (albeit maybe not 100% accurate, see bug 70645).
