Account creation exemption lift

Description

I need a few IPs exempt for the creation limit. I need this one start in 14 hours 182.72.146.126 for 12 hours.

I need these ones exempted for all week 61.12.40.10, 123.63.128.158, 202.65.142.14

This is for the Cochrane colloquium at which we are doing teaching regarding Wikipedia and Medicine.

Times are IST (Indian Standard Time)

Basically 8 am IST to 8 pm IST on the 21st for IP 182.72.146.126

Than the 22nd to 27th for the other three IPs. We are running a Wikipedia editing table. There are about 2000 to 3000 attendees. There are a number of us Wikipedians here, including our WiR at Cochrane.

There will 3000 people attending the conference but only a fraction of them will be attending sessions where they will create new accounts. But the number will still be over the usual limit. The first day we will have approx 80 people attending with most not already having accounts. After this the number people creating accounts each day I say would be 50 or less. They would be spread out over the day since we will have an editing station.

100 people per day should be enough

I don't see anything in gerrit for this bug.

There is a patch being proposed for bug 70953 ( https://gerrit.wikimedia.org/r/#/c/161191/ ) but it has not been approved. I suggest you talk to some folks on irc about this asap.

I already have. How exactly does one get something approved? A RfC?

Typically you should make sure someone has agreed to do it more than 20 minutes before the event, especially when event is on a saturday evening (I believe it is usually suggested to ask 1 week in advanced).

I filed a proposed change to increase the limit. I myself do not have the rights to actually approve such a change, so its only going to go through if someone with deployment rights see it and decides to deploy it (Unlikely to happen on a saturday evening. Also I'm not sure what WMF's policy is about deploying these types of config changes on the weekend are, but I feel like the policy is something along the lines of "Don't" unless its an emergency, which this isn't).

Anyways, in all likelihood, you'll probably get the limit increased sometime on Monday.
