What are you require exactly?
Should the name for the new namspace be in English (only)?
Then the associated talk namespace should probably be 'Portal_talk'.

Do you require *two* versions for this namespace as implemented at

Then [[portal:foo]] and [[频道:foo]] would be equivalents for the same page.

I do not know exactly how namespace names would be converted when script
