Allow to specify on each project if a non-local interwiki should add an external link icon or not

Description

There is concern on wikipedia that not showing the external link icon for some external sites with interwiki shortcuts (such as wikihow or wikia) is misleading to the readers and is abused for promotional purposes. We shouldn't break legitimate existing links on other projects, so could we add a configuration variable that can be tweaked on a per-project basis ?

If the problem is abuse, this won't solve it, since users could still just use plainlinks to suppress the external link icon.

Maybe abuse is a bit strong, it's more about misuse, new users aren't aware of policies against linking to external sites in the article body and do it as they would do an internal link. I don't think that most of those users would be aware of the plain links possibility.
