New topic notifications need to have links in them, so they'll work on Special:Notifications.

There should be different links based on whether it's a notification for a single topic, or bundled multiple topics.

Single topic: Link the name of the topic.

Bundled notifications: Link the name of the board. (Talk:Boardname)
