While building the IEG grant review application the l10n system from the Scholarships application was updated and published as a Composer package on Packagist. The Scholarships application should be updated to use this library instead of the current code. One of the major benefits of this would be the ability to use the Twig message filter for easily inserting localized strings in the Twig templates. The templates and configuration of IEG Grant Review can be used as an example.
