HTML entities in article titles not handled correctly

Description:
MediaWiki does not handle article titles which contain or consist of an HTML
entity correctly. Take for example an article named " ". Instead of the
title being displayed as " " a real non-breaking space is displayed. A more
subtle bug involves viewing the deletion history of this article. If one clicks
on the "View or restore 2 deleted edits?" link at
http://en.wikipedia.org/wiki/  you will be redirected to
http://en.wikipedia.org/wiki/Special:Undelete/%C2%A0 instead of
http://en.wikipedia.org/wiki/Special:Undelete/ . If you manually enter this
link the deleted versions are displayed but the deletion log is empty (this
artle has been deleted at least twice, however).
http://en.wikipedia.org/wiki/Special:Undelete/> will show a deletion log but
not quite the right one.
