Inconsistent placement of patrol links

When I patrol edits, the position of the patrol link is inconsistent, depending on
how the particular edit is linked.

Diff patrols apparently only appear next to the "next diff" links when such links are
produced by Recent Changes. New-page patrol links only appear when the particular
edit is linked by RCid, and only in the bottom-right corner of the article.

I would like to propose both that the number of patrol links be increased, and that
their locations not change so greatly between views.

When viewing diffs, there should be a patrol link for the most-recent diff both next
to the "next diff" link and at the bottom of the article. When viewing pages by any
ID number, there should be a way to patrol it; and the patrol link should be at both
the top and bottom of the article.

I'd actually prefer the new page patrol link be on bottom, so that people actually look at the page.

Extra patrol link added to diffs in r47182.

New page links left alone (since the person should read the whole page)
