License is not changed on the submit form for languages other than English

Description:
1.You change the license information on localsettings.php. Setting works for the
bottom of pages.
2.You change the language to any other than English
3.You hit the "Edit Button"

4 * The disclaimer says that the submission will be licensed as GFDL !

Seens like the language information is hard coded on the language file, for most
of languages.

I think mediawiki users shall be free to use any kind of license they prefer.

You are. This is a dupe of a known bug; our messages files still suck a bit in
the hard-coded-references-to-Wikimedia-stuff department.
