Hallo!

This bug consists of two parts and relates to the following languages:

Assamese (as:)
Bangla (bn:)
Farsi (fa:)
Gujarati (gu:)
Hindi (hi:)
Kannada (kn:)
Punjabi (pa:)
future languages which will use number localization

part a)
The numbers of the *list items* are not localized as for:

[[fa:Special:Listusers]]
and
[[fa:Special:Categories]]
[[fa:Special:Mostcategories]]
[[fa:Special:Mostimages]]
[[fa:Special:Mostlinked]]
[[fa:Special:Mostlinkedcategories]]
[[fa:Special:Mostrevisions]]
[[fa:Special:Popularpages]]
[[fa:Special:Wantedcategories]]
[[fa:Special:Wantedpages]]

part a)
The *counters* displayed beside the page names are not localized as for:

[[fa:Special:Mostcategories]]
[[fa:Special:Mostimages]]
[[fa:Special:Mostlinked]]
[[fa:Special:Mostlinkedcategories]]
[[fa:Special:Mostrevisions]]

I opened a common report because the code is very similar and a fix could be
aplied same as r14011 where bidi has been improuved.

These should be fixed now, except few in ChangesList and SpecialPreferences if I
remember correctly. And for the html-list counters, looks like we can't do
nothing for them currently.
