Local rename of Nonoh@ruwiki failed midway through

Description

DerHexer did a local rename of User:Nonoh@ruwiki --> Nonoh (usurped).

Nonoh@ruwiki is still in the centralauth.localnames table, meaning that the RenameUserComplete hook was never called. In addition, no on-wiki log was added because that happens after the hook.

Deleted the row manually, and filed T85042 for adding more debugging info.
