Show edit notice when creating local user page

Description

Right now, when a user sees a global user page and clicks "Create", they're shown a blank textarea with no explanation as to why it's blank, or the fact that they would be creating a local user page that shadows the global one. We should show an edit notice that explains this behaviour.
