I thought about it when I was, again, cleaning up "External links" section in number of
articles after IPs adding bunch of unnecessary links, which was adverts of their sites.

We (sysops) have "block page" feature. Maybe you can do a feature that will be blocking
one section from editing (just like whole page: no restrictions, only registered, only
sysops). It will be useful, because then I could work on some articles instead of clearing
all spam links...
