backfill metrics from tungsten to graphite1001

Description

to fully deprovision tungsten we need to backfill metrics that were there but not in graphite1001.
the plan is to do to it with carbonate, however we need to first enable locking writes on graphite to be able to do that safely, see also https://github.com/jssjr/carbonate/issues/47 for more context

I double checked metrics left on tungsten, the initial sync to new hardware migrated all relevant metrics so no need to backfill old metrics, reclaim ticket is T97274
