Bring inactive users in a sleep-modus (for end-user information)

Description

Some information about an actual using and watching are slightly full out of meaningful validity. Mainly for "Number of page watchers" (or user count who use an gadget etc.). This validity will sink every time more and more, this all should not be a morgue!?
I would suggest to put users after 2 years in this sleep-modus (and maybe display information about this in a second value and could also on the user page itself).

unfortunately this report is not very useful because it does not describe the problem well. If you have time and can still reproduce the problem, please add a more useful and complete description to this report.

Description of the issue

Let me try to clarify a little bit: @Perhelion offers to create a group of users "sleep-modus" which acts like a crypt/morgue and will contain inactive users. An implementation detail not given is if this group should be created on project level or implemented automatically by MediaWiki but I presume the second is more wanted, to automate the process to fill this group with users inactive for more than 2 years.

The goal of this group would be to allow tools reporting users count information, like a counter of how many users watch a specific page to exclude sleep-modus users.

Furthermore, it's suggested to add an automated message on the concerned user page.

Is this essentially a duplicate of T51506: Implement "actual watchers" count into MediaWiki's info action, or do you have other examples in mind?

Oh yes, this feature is more generally meant, but this was the main mind of this very similar task.

For example, if there is a user sleep-modus (/status) there is no additional DB scan from any 3rd party tools needed (for all the performance for whatever).
